Hi, sorry for the delay of the answer. I hope this might still help you and others.
Although you’re looking for REFLECTION rather than REACTION, the steps are almost the same.
You gotta have an intro or introduction, then a body, and lastly, your summary or conclusion.
To be specific, you got to have intro of your expectations with a subjective statement… then explain your deductions in the body… and then conclude with a summary!
But how to “REFLECT”? Here are some tips:
1.Read the SONA 2018 or watch it. Please for the love of God, at least READ OR WATCH THE SONA 2018 of President Duterte first before reflecting and / or reacting. It won't take you long. It is only a 40-minute speech.
2.And then, freewrite! Just write whatever that comes out of your mind. How do feel? How did you react? We call this freewriting “scratch” or “draft”. 3.Remember the difference of reflect and react. To reflect is to carefully think and / or deeply think. Reflections are more profound and more of a personal enlightenment. It is like an epiphany, you know.
4.Actually, I think the whole essay or the whole reflection paper will be like your thoughts and conclusions on a reaction paper.
Here are 5 examples of very, very short reflections about SONA 2018 of Duterte. All you got to do is expound each:

•The true state of the nation address is the outcry of the Filipino masses.
•We cannot separate human lives and human rights. The right to life is a human right. Without our rights, we are not free and we cannot live.
•I am inspired. I think we still have hope. People in Congress are in turmoil, such kakistocracy. Filipino masses are in solidarity during SONA 2018 unlike the House.
